it's literally called SOLAR beam.
the only living creatures that absorb sun energy are plants, that's why it requires charging and can be shot instantly when there's strong sun.

Fire types use Solar Beam through their connection with the Sun. Of course, in our world a lot of connection between the Sun and fire is surface level at best and superficial at worse, but Pokémon is an urban fantasy/sci-fi and we know the Sun is strongly associated with Fire-type.
