Devimon is just ordinary ghost Pokemon level at best while Angemon's power are effective against Evil but Pokemon aren't evil outside of new expectation like Evil Malamar.
I will even say that those Evil Malamar fron XY were far more sinister and creppier than all the evil digimon on Digimon Advanture.
