We do have at least two Urshifus no matter what, whith a implied dead third one (Mustards old ace) in Galar alone at least, just like we have like 2-3 in Alola (Nebby, Nebby's parent, potentially a third one in the backstory if that was not Nebbys parent). i think it is fair to compare it and the SM line, even though i personally think they should just had it as something like Arcanine (Who is effectively Legendary in spite of being "common", seriously look at those fucking Base Stats, fuck Urshifu is "weaker" if we go by BST alone).
