Cynthia uses Pokemon she canonically has, which means Palmer uses Pokemon he canonically has, and this has always been the case since his very inception. He has never once had anything else other than those 6 Pokemon. Regardless of whether you want to consider it irrelevant or not, Palmer is still in a Class higher than Cynthia.
