It's stuffing abstract concepts into a creature, which doesn't work (I have a similar complaint with the BW box legendaries). You can look at Groudon and Kyogre and know what they're about. Same with the legendary beasts or birds or golems. Not so with the pixies. You could say Uxie, with its eyes closed, represents something introspective but there's no way you could guess what the other two are about. It's all just meaningless features stuck onto an imp. Them all being the same type does them no favors. They aren't cool or imposing, they aren't particularly cute, they're just... there.
At the very least, Azelf has some tricks that makes it fun to use in battle.
