You saying that makes me sure that there was no champion in place, I know that when you beat Lance initially, he's like "Congrats! You're the Champion! Or you would be, if someone else didn't beat you to it".
So I think you just need to beat the E4 to be the Champ, and the Champion title match only happens if the seat is unavailable, otherwise you just get the Champ title like Blue did.

There wasn't one. Lance explicitly states that if you had beaten before Blue, you'd have become Champion right then there, but since Blue beat you to it, you have to beat him first.

So Blue became Champion just by beating, there was no Champion before him.

It's because of Giovanni, he kept his gym closed and people just couldn't get his badge to even fight the E4, at least until Blue and (You) kicked his ass and took the badge for yourselves. We can just assume the former champion was someone who just got to old for it and retired, or they fucked off once they stopped getting challengers. maybe the old champ was Oak :^)

I do vaguely recall a rumor that Oak was supposed to be the first postgame boss and a former champion or something. Or maybe just the champion period, I forget

nah he was a post game battle, I'm pretty sure the battle is sorta in the files of either red/green or yellow, but they never gave him a team. I think you can trigger it with the missingno glitch, but either way it makes sense that he'd be the old champion, considering the pokedex was a "recent" invention in red/green, so we can assume he only starting doing pokemon research full-time in a fairly recent period.
