Remakes are part of the generation they're released in. Introducing a new region and new Pokemon are only prerequisites for the FIRST games of a new generation. Anything released afterward is part of that generation until a new set of games are released that mark the beginning of the next one. Thus, since SwSh mark the beginning of Gen 8, and LGPE came out before them, LGPE is part of Gen 7.
