It's an anthropomorphical rabbit that uses design convention that are usually associated with women such as the wide thighs, hips and narrow shoulders. Diggerby and azumarill don't have those characteristics despite being also based on rabbits themselves. In fact, the only other rabbit pokemon that has similar designs proportion is Lopunny which is rather telling.
If they wanted to make Cinderace a masculine design, they wouldn't have given it lopunny proportions.
