If you exclude regional forms, megas and gigantamax, the only non-legendary pokemon to get new forms in later gens were Unown in Gen 3, Pichu in Gen 4, Greninja in Gen 7, and Pikachu in Gen 6-7-8.
As you can see, Basculin is the first non-shillmon to get a new form like that since Gen 3.
