Weird question, but are base stats an official thing? Like for example if you look at Cactourne's game data and check where its stats are calculated, will you see 115 coded there or a range of numbers that the community then decided corresponds to a base number for the sake of comparison? I don't belive pokemon stats have ever been quantified in official guides
