That image specifically was 15 x 15 pixels, but there's cases where it's 4 sections of 15x15 tiles to work with which can get a lot more annoying if only thanks to slip-ups and the sheer size of it.
It's a lot worse with other systems where you have 50x100 pixels and especially worse when it's color blocks and you have to guess sometimes how many tiles you have to hit with that one because the devs say fuck you.
