In the first third of the game or so, you encounter them in a mostly friendly capacity, where they sell you stronger versions of Pokemon with more minmaxed base stats. They're pretty much like the Magikarp salesman. The downside is that their friendship grows really slowly and they'll often disobey you.
After that, you see them trying to steal people's Pokemon and give them stronger versions of the same species. Which people aren't too receptive to.
All of them have illegal hacked Pokemon, with varying degrees of usefulness. The leader has insane shit like Sturdy Shedinja, something with No Guard and an OHKO move, Wonder Guard Spiritomb, Contrary Megafug.
