It depends where you live. Do you live in an area with multiple LGS? If so, most will likely be reputable since they have to compete with one another for purchasing new releases. I'm thankful that the stores I go to don't """"seem"""" to weigh packs. I've hit chase cards from multiple local stores. But I could just be extremely lucky.
If you don't have some local shops near you that you trust, it's best to find storefronts online (they may still have a brick and mortar but just not anywhere close to you). These stores will often have inexpensive shipping or free shipping after a certain price point. There is definitely at least one LGS within your state or within two state's distance that can ship something to you or that you can pre-order from.
Discord and FB groups are solid options. Join your local pokemon card collecting one, or a bigger one for your region/state/country. There is often an ongoing conversation about best deals around, bad reviews, places to buy from...
