Why is this arbitrary rule being used to discuss distribution? The Gen 5 games have the earliest first gym, of course there'll be fewer Pokemon.
Besides, distribution has only naturally gotten better because there's simply more Pokemon.
People only accuse Johto of bad distribution because the game practically forces to not use any new Pokemon by making their availability as impractical as possible. DP too for more obvious reasons.

Due to all of the interruptions from NPCs, it takes roughly 30 minutes to get to the first Gym even if you are really trying to rush through. In GSC you can get to the first Gym within 10 minutes maximum. So if you average it out Gen 5 comes off much worse.

Not an excuse, they're there to catch, that's all there really is to it. Every Pokemon game has low encounter rate mons.

Imagine lying to defend the back and forth trip to Mr. Pokemon's house. It takes you a good 10 minutes longer to even have a trainer battle in GSC than BW, or nearly any other game for that matter.
Gen 2 and HGSS easily have the most slog of a drawn out intro section of any game except Gen 7.
