On top of that, you can look at it as a trade-off/side-grade from Emerald instead of just "RSE but better" like HGSS was "GSC but better" for the most part. Like ORAS added legends, but cut the Battle Frontier (compare HGSS having both new legends + a Battle Frontier + Gym Leader rematches). It added the Deoxys event, but it got rid of Faraway Island and Mew (as opposed to HGSS expanding the Celebi event with the Giovanni time travel battle).
It's like, compared to HGSS, I could recommend it completely over GSC without thinking a player would miss much. With ORAS I'd still have to compare with Emerald and say that they'd probably have to play both for the "full Hoenn" experience.
