Sinnoh Privilege+Fire starter Favoritism
Sinnoh is Game Freak’s second favorite region after Kanto, and the Fire starter almost always gets preferential treatment because Masuda likes Fire types the best.

it could be a failed charizard, but I doubt even gamefreak had big plans for it given how much they shill Piplup

Yeah thats why Charizard is better overall than the Venusaur and Blastoise.
Ok all Johto starters are kinda shit
Thats why Blaziken is miles better than Sceptile and Swampert
Thats why Infernape is better than the other two
Ok Serperior is kinda the better one this time but Unova starters are kinda shit too
Ok Greninja is the better one this time around
Incineroar blows the other two out of the water so much its unreal
All Galar starters are kinda OP but Rillaboom wins in doubles and Cinderace in singles so I call a tie.

All Hoenn starters are kinda meh.
Blaziken has speed boost and can do some stuff with it.
Swampert is Gastrodon but worse.

Absolutely seething penguin-babbies, Infernape is still in the top 5 starter designs even with piplup being pushed down everyone's throats during the Sinnoh remake marketing period, ape keeps mogging both the turtle and the penguin even in the anime.
