I think we were supposed to get original designs for these ideas.
>Fire/Ghost type Fire Twirler
>Some kind of Ground type beach bum
>An original Grass/Dragon type palm tree

But was instead reworked into regional variants and see designs like Alolan Raichu and Ninetales came later. With success of these regional forms they just continued reusing older designs as a basis. Please entertain my idea.

They decided to make KANTOOO forms after choosing that this gen's gimmick won't invove new forms for old Pokemon like mega evolutions did before (and gen 5 that almost died because no KANTOOOO).

I think your idea has no evidence whatsoever, and that they planned Alolan forms all along as they were a large marketing stunt prerelease and fleshed out Kanto's dark and steel type selection.

Yeah I think they were specifically made to pad out dark and steel types for Let's Go Pikachu and Eevee
