anime girls would be scary for slightly different reasons, as "anime girl" is a broad term and you could be talking about uzaki-chan who has no anatomical differences from a normal human girl besides the stuff that comes with stylization, or you could be talking about something like tomahawk panther who is absurd and freaky even if you imagine her without the stylization.
tldr: the scary would come from the specific character and her features/abilities that would come with her rather than the artstyle as it wouldnt matter when translated to reality
but yes, 2-d is better.
