The Sevii Islands only existed to bring Johto Pokemon to Gen 3 (which Colosseum already did).
Including Johto would be too much effort because they'd have to worldbuild Johto three years before the Johto Protagonist starts their journey.

In an ideal world, FRLG would have been a dream remake that let us go to Johto to see what it was like back then. Or hell, even LGPE would've done it and opened up the floodgates from 153 to 253.
But the fact is that's asking too much out of a developer that churns out annual releases on a deadline and gets extreme amounts of money for doing the bare minimum every single time.

There could've been rare encounters for some of the Gen 2 Pokémon that appear in Kanto. Like 1% Houndour at night, and 1% Quagsire while surfing, 1% Hoppip/Skiploom in the morning/day. It would act as a teaser for what's to come. Then in the postgame all the Kanto encounter tables take from the ones from GSC/HGSS, and you can travel through Route 27/26 to New Bark Town. Just imagine that feeling when you arrive there for the first time. And you get to see Johto three years prior to the events of GSC/HGSS. What would make it perfect is if they didn't advertise Johto at all, or make too many references to it in-game, and left it as a surprise to the player after you beat the game. That would've been kino.

Sadly, this dream is now completely off the table unless they do ANOTHER Kanto remake (which is highly unlikely at this point, even taking into account Kanto privelege).

I really wish that LGPE was just Kanto after GS, instead of a retelling of RGBY with the old characters haphazardly placed in. Even if was just the Johtomons that were in Kanto, plus the extra evolutions of the 151 (i.e. Porygon's evolutions, Steelix) and a new story I would have been very happy with it.

No because the point is that you're playing an technically updated RBY, not an actual remake.
