Considering my example above, if Thunderbolt is so harmless it didn't kill all those people, it shouldn't be so effective in other situations like battles or causing explosions every time it hits Team Rocket for example. That is to say, a human breaking a wall with a punch is hardly a big deal when there was much more unbelievable stuff in the past.
