She appears to be seem like SM Lusamine, a shallow, mean, narcissistic person obsessed with beauty, only to reveal her ace is the trash monster. This sentient trash means a lot to her, it was her companion from the beginning and she hasn't abandoned it after rising in the world. Maybe the game did a bad job communicating this but Pokemon are not used to indicate a trainer is a bad person. The character is meant to have the opposite effect, perhaps she is actually less shallow than the average person fixated on aesthetic.
