Then the ones that got evos on Sinnoh felt incomplete until then, there was an innecesary amount of low BST single-evo lines (Murkrow, Misdreavus, Aipom, Yanma...) and in Corsola and Qwilfish case, the base form is still forgotten (Qwilfish is kinda decent with intimidate/SS, tho).
So, between weak starters, single-evo lines, babies and mediocre mons, and the fact that many of the good ones had availability issues, 2nd gen felt like a very weak generation in terms of power
