The starters are wild, naturally occurring pokemon. They just so happen to be rare. Labs pull the in to study;

Just like a beagle, they've got tons of these good boys to test on. Letting you adopt one isn't a big deal.

Starters not being found in the wild was just autism to make them rarer. In LGPE they are rare but appear in the wild nonetheless.

However, it is totally plausible that they weren't originally from Kanto, Charmander could have been a Galar specimen smuggled/brought over that adapted well to the Kanto ecosystem

Bulbasaur is.
The dex says "A strange seed was planted on its back since birth" and only humans would such an experiment unless the seed magically planted itself on a bulbless saur

It being the first Pokemon in the dex hints it was Oak who planted the seed

Good explanation about Bulbasaur and Charmander not being native from Kanto.
But how about Squirtle?

Squirtle could be the only one Kanto native, it would be cool considering how Charmander and Bulbasaur aren't, so it would make him unique in this way.
If you wanna make a reach, you could say he came from Johto since it's a neighboring region but there's no proof of that.

They're probably more like dogs.
Not genetically engineered, but selectively bred to be good first companions for 10-year-olds.
My game theory is that Charizard is a domesticated Dragonite. Made to grow up faster and look cooler for maximum appeal, but the domestication watered down its natural draconic power.

That being said I think they’re more meant to be just Pokemon bred for trainers, I imagine you could find them in the wild in Gen 1 it just wouldn’t be anywhere you could actually go.

Always assumed the starters are state funded mass bred for new trainers. Every regions idea of a first pokemon is different and a way to make your first pokemon more special they import them from outside them region then breed locally.

Well yes, but there are wild ones too. They are Pokemon native to that region. The Oshawott dex entry in legends even explicitly says that it's native to Unova.

So no, starters are not imported from other regions. We just don't encounter in the wild in-game because they're supposed to be special Pokemon.

Your theory makes 10x more sense than the current fan explanation that they are supposedly endangered Pokemon, because you can find rare Pokemon in the wild still while not a single one of these ever ever ever showed up in the wild.

So that explanation is complete and utter bullshit unless they are literally extinct in the wild by the time each journey starts.

In PLA, all 3 Sinnoh starters appear in the wild. I don't think it's unlikely that, as people learned more about Pokémon, Starters were some of the first to be mass-domesticated due to their power and inherently docile natures.
