Anon is right, a fix would be to remove the obligatory ice coverage every water mon gets and same for rock coverage for ground types.
At this point I'm pretty sure more water mons learn ice beam than ice mons do.

Because they are ground mons and not rock mons. Dugtrio doesn't dig in rock, everytime you see a dugtrio, it comes out of soft soil and not hard rock.
Also from a balance perspective having every rock type learn stone edge or rock slide by default devalues rock types, same goes for water mons devaluing ice mons by learning the best ice moves.

Ice, Ground, Fighting, Electric, and Ghost are objectively the best 5, hitting 925 mons super-effectively.
Since a Pokemon can only have 4 moves, Ice, Ground, Fighting, and Electric have the most SE coverage on one mon (835), but notably miss out on Shedinja.
Replacing one with Ghost will allow you to hit Shedinja, and you lose the least by replacing Electric (drops to 819, as opposed to 772 without Ice, 792 without Fighting, and 795 without Ground)
