The whole arc was kinda meh. Cyrus still has a retarded plan. So they tried to make him sympathetic despite wanting to kill everyone. Cynthia doesn't really serve any purpose. The protagonists are kinda hit or miss. Overall one of the weakest manga arcs. At least it's not as bad as Emerald.

You can't really do that with Leon. He has preexisting relationships and a major impact on the character's motivations. Cynthia has a minor role in the narrative by comparison.
