I never said that Volo wasn't related to Cogita, that much is obvious. However there genetic link is unstated. He could be her kid, grandkid, nephew, cousin any amount removed, or just a distant member of the same family clan. You'll only get to see it if you can port over an event Arceus. Should be incredibly easy though, since the event cart's ROM got dumped online a while back. Just redeem the Arceus in a Gen 4 game through the event ROM, trade it over to HGSS (use a pre-completed Gen 4 save if you've never played 'em), trade it over to HGSS, and you should be able to see the event in postgame.
This can all be done through emulators, no hardware required.
