As for why it's for gag purposes and why it's even in here, this is a Battle Tower Expy NPC. They deliberately give them absurd dialogue because they're insignificant and don't appear anywhere else in the game, and they hope it breaks up the monotony of the Battle Grind with levity in all the NPCs and their odd, mystifying quotes.
By taking that quote seriously, you're also going to have to take THIS quote seriously.
