It's similar to Smoochum in the 2-stage thing, but really neither one of them feel like proper steps toward the final evolution. Tyrogue is an example that gets it (more) right, in that it isn't really just "it gets bigger", it's a smol mon with an idea that evolves into tangentially related mons that aren't all that powerful so they don't need a 3 stage buildup.
All that to say, I feel like it should't have existed, at least not in this form.
