And you can fight every gym leader from Kanto to Unova in BW2. And you can fight every Kanto and Johto gym leader in the HGSS Fighting Dojo. And they all have full teams.
In SwSh, the fact that the gym leaders are trash when you fight them as gym leaders is fine. The fact that they can't even be assed to use a full team in the champion tournament indicates that they might suck a little bit.
