It just doesn't do anything interesting at all. If you want a bulky Grass type Dinosaur you have 20 others that do the same thing better, and even multiple other starters, but that's all Meganium has to offer. Most starters have either a good design or great in-battle strength, Meganium has neither.

Chikorita is an objectively bad design. It doesn't have any kind of theme except for a leaf on its head and doesn't really resemble any sort of animal, making it instantly forgettable if it wasn't a starter.

Bayleef and Meganium just look like different forms of the same pokemon. They are a testement to the overall rushed and poor designs which plague gen 2.

Charmander started being liked after Charizard became Ash's ace in the anime. Before that it was overshadowed by Bulbasaur.

It's a fucking sauropod, one of the most well-known dino families with triceratops and raptors.

This is a common them among johto starters and Feraligatr is the worst offender as it has neither a drastic personality change like Typhlosion or a noticeable design change like Meganium.
The true reason why Chikorita's line lagged behind the other starters is that the final form wasn't badass enough to appeal to young boys, the vast majority of the game players at the time. And since it wasn't chilled by the anime as much as some other cute mons like Pikachu it fell into relative unpopularity.

It has absolutely nothing to do with their designs. It has everything to do with their movepool, and from that its abilities and stat distribution and even its typing.

The bottom-line is that Meganium has had no moves since Gen II. It has only ever been able to set screens unless you use meme swords dance sets. Grass is not the best defensive typing but it's very much geared toward defense.

It's just a very underpowered, limited, and thus boring mon to use.

Nah, Bulbasaur was more liked and had more merch as a result until Charizard became Ash's ace. In fact Bulbasaur (1st stage) is still more popular than charmander(1st stage) on polls.

Misty’s Starmie is the only thing in RB that actually filters Charmander. Brock can be muscled through with ember because his mons have no stab and no special. Charmander is also an actually decent pick in the early game because bug and grass are ubiquitous.
