None of his postgame quotes mention having challenged the League. If you're trying to imply the fact that he's in Kanto is enough to prove he beat the league then you'd be wrong. Keeping the player from Kanto is a game restriction, obviously everyone who travels between regions doesn't require 8 badges. Given Silver's father is from Kanto, Silver is likely a Kanto native in the first place.

Holy copium. He just stops you at the pokemon center before you enter the elite four chambers to challenge you. He doesn't say anything about beating the league. He doesn't even show up at the champion chambers. Why he has the champion music can be chalk up to him merely being a superboss. Wow, this what Silverfags was hyping up about?

Keep coping. There is no in-game text that references Silver beating the league.
Gen 2 doesn't have an official tracklist that references it as a champion theme in the first place.
When remaking gen 2 they either realized their mistake in giving Silver an inconsistent battle theme or wanted to reserve the theme for champions.

they do him so dirty every time he shows up in the games, this is his PENULTIMATE team that you cannot fight in GSC and they didn't even bother giving him weavile and magnezone, this is a character who's defining feature is hating underwhelming trainers

however he does stack legendaries in pokemon stadium which is incredibly fitting

All the power level autists itt miss the entire point of why silver is the best rival.
He goes from being an asshole to caring about his pokemon. He mellows out after you beat the league in kanto. Its shown with his golbat evolving into
crobat and his trade mons being evolved. It's a really simple and to the point arc. He gets even better in HGSS with Giovanni. Silver is the only time a pokemon character has had an arc that feels earned and not forced.
