I have a feeling they cut these guys after Pokemon became a worldwide success. TPCi probably wasn't too keen on having a Pokemon wearing the pelt of an animal,
They existed until very late into GS's development, and even got redrawn front sprites designed for the SGB/GBC palettes.

To be fair, those were probably in-universe urban legends told to kids so they behave well. We have those in real-life, too, and they're mostly harmless.
