If it's the latter, you at least got a long time presumably to think about it. Last gen they didn't officially reveal the Starter evos till AFTER the game came out.
Gen 7 had the leak fairly early on, but the actual reveal of the evolutions confirming it fully didn't happen till right before the game came out.
Starters don't actually get revealed till the end of the cycle every time.
