Swords Dance and Dragon Dance are redundant. Pick 1. Probably DD, Dragonite really wants the speed.
Surf and Ice Beam are special moves, and not even Stab. You want physical moves, and at least one good Stab move.
Outrage is risky nowadays, and Dragon Claw is a bit mediocre. Draco Meteor, while Special, is actually kind of an interesting niche, allowing you to get a consistent hit off on a physically bulky pokemon, if you really want to go mixed
Dual Wingbeat ain't great, but it's what Dragonite gets, run that. From there, look at your team comp. Earthquake is a great move for general purpose that mixes well with Flying, the elemental punches are niche coverage if your team really needs something, I believe Dragonite gets Aqua Tail, which, while inaccurate, can also have some clutch coverage applications.
Also, especially if you don't run the Dragon move, consider Substitute. Multiscale gets broken by it, but it makes Dragonite even more flexible and aggressive in what it can come in on, and Dragonite behind a sub is in many ways comparable to Dragonite with intact Multiscale. It also gives you a way to apply pressure to a lot of stall that can otherwise stop your sweep
Depends on what you want, but you could also consider taking a hundred or so Speed EVs off and putting them into HP, too. After a Dragon Dance, the difference won't matter very much; however, full Speed investment is still handy if you decide on SD, or if you want to get better mileage out of Draco Meteor or Substitute. That's down to final role refinement
Item, either Weakness Policy, Heavy Duty Boots, Lum Berry, or Life Orb are your best bets. Boots are mostly if you otherwise don't have good hazard control, I particularly like Boots with Sub, since Dragonite can come in so, so often. Weakness Policy can be a bit "win more", but can sometimes let you muscle through a wall or bad coverage. Life Orb is a bit risky, since it can put Dragonite in range of priority
