Because that's how OLM makes the anime nowadays. As to avoid goofs and gaffs like Rhydon's Horn, Thunder Armor or Pokemon using moves they're not supposed to, they run everything through GF and TPC to make sure they get the OK.
They would NOT have the leeway to explain how Pokemon Moves work if GF and TPC didn't approve, Pokemon as a franchise is extremely particular about brand consistency and reputation across the whole board.
