It had the worst possible marketing scheme ever. At least Lucario was in a mystery dungeon game during the gen 3 era, so people knew about it. Imagine how much more popular it could have been if it was available without an event.

Why would they shill the older shillmon when they want Cinderace and Incineroar to be more popular? The whole point of modern shillmons is to make people excited for the newer generations. Charizard is the only exceptional shillmon because it appeals to the gen 1 only fags that will never go away.
