well my personal view was something like it's just misdreavus hair but longer and then like tied in a way to make it resemble a hat
so yes it is "attached" i mean like normal hair
you just can't see what part is hair and whats the body (like with simspons main characters)
however, it's possible to "cut" that hair. and this hair can be kept formed as a witch hat, which can then be weared as a hat/wig on top of their own
this way both views of the mismagius would make sense i guess
