Trade for a Feebas on Pokeclassic Network GTS and breed it so that it has your OT. No need to autistically fish for hours/days on end. And with the inevitable release of Virtual Console RSE for the Switch, local wireless online trading/battling will probably be added to the Gen 3 games too.

There's also the fact that Pokemon Bank will eventually shut down along with 3DS Wifi. In my opinion, they'll probably be released on November 21, 2022 which is when Ruby and Sapphire turn 20 in Japan (also 23rd anniversary of the release of Gold and Silver in Japan, but I digress).

Game Freak/ Nintendo will never, ever give any Pokemon games away as part of 'paid service'. Pokemon will always be a 'pay upfront' property. I'm not saying we wont get a Game Boy/GBA Virtual Console, but I am saying mainline Pokemon wont be on it.
