Maybe the way you balance a Ground/Fairy type is by making it a Furret regional variant
Also assuming Fuecoco3 is real and considering GF's recent trend of giving Pokemon Abilities that are just Items, maybe Fuecoco3 has an Ability version of Air Balloon.
