Why didn't Lance have an Arbok? The only excuse I could think of is it not being encountered until Kanto but you actually can get it from the Game Corner in Goldenrod if I'm remembering correctly

Neither was half of Lance's team, real reason though was because they had to give something to Agatha instead to fill the ghost slot and Game Freak didn't think Arbok as Dragon-like until gen 2 for when the Dragon Egg-Group was created.

It also didn't help Arbok was seen as an "evil" Pokemon due to also being associated with Team Rocket, so a virtuous man like Lance in the games wasn't suited for a Pokemon as "vile" as Arbok.

It's a Dragon by its Egg Group. Charizard and Gyarados are also Kanto dragons because of this. Actually the one that doesn't make sense for being on his team is Aerodactyl
