I think because it was a pushback from the BW anime ethos which was really bad.
XY Ash kept his experience just like DP Ash did. It might not seem like much but that's an important factor in how the writers can structure the plot and framing of the episodes.
It's kinda funny how that works. Even though BW and XY are very mechanically similar, BW is the far better game than XY yet the XY anime vastly Trump's the BW one.

Even filler had effort put into it

Literally the only bad thing about it was the way the league was handled. Other than that it was the only time the anime was good on its own.

Yeah, XY cast was probably the most shallow. The only good thing about XY was the improvement in animation during the battles. Everything else was the same old shit they had been doing since Johto.
