Doesn't even learn a lot of the new Ice and Water moves, like Freeze Dry! I'm not a competitive expert but these are what I would recommend for changes:

Its stats are still worse than theirs, but now it can reliably use a little bulk to survive and take advantage of its new tools.
By giving Dewgong Prankster it can take advantage of the several interesting status moves it learns. It has access already to Encore, Disable, Entrainment, Helping Hang, Aqua Ring and Stockpile/Swallow. By adding these new moves it can: run a sort of semi-permanent priority set by throwing in moves it already learns like Ice Shard, Aqua Jet and Fake Out; be a niche priority Aurora Veil; use gimmick Prankster sets with stuff like Belly Drum; or just simply utilize new attacking moves to boost its meager offensive power and build momentum.
