The only reason Gen 2 "can't stand is on its own" is because of Game Freak stupidly treated Gen 2 pokemon like filler in their own damn generation. Just make Gen 2 pokemon more common in the wild and boss teams and the entire argument of Johto not standing on its own dies.
Reminder that Gen 4's new mons are mostly evoluions/babies of earlier gens, it's regional dex is 151 to mirror Gen 1, and has its wild encoutners mostly being the stuff people would use repels for in Gen 1.
Also, Gen 6;s regional dex is almost 80% old pokemon from older gens, and even introduced a gimmick that only old pokemon (except for Diancie) got,
Yet Johto is the only region accused of not standing on its own.
