What could be done in the games to make the mid evo stages of the starters more memorable instead of merely a brief transitory state? Do they evolve too early in relative to the average playthrough lenght?

Yes, if no other change was made, then a more "even" distribution of levels among all stages of a line would definitely help middle stages. If something like what I describe above was introduced, you'd want all stages evolving asap though, so that everyone can get the form they like as easily as possible.
