Just like "Infernape has fire on its head while Incineorar has a fire belt", Venusaur has a kind of Rafflesia on its back, a tropical forest plant, an holoparasite plant. While Torterra, not only has a totally different plant, but also has it for a totally different reason. Not for allude to parasitism, but an inspiration from the legend of the world turtle and maybe that's why the Pokédex says that other Pokémon build nests on its back (unlike Venusaur's), and maybe that's why it's ground type.
Venusaur seems to be inspired by frogs (maybe poisonous ones) and dinosaurs, while Torterra seems to be inspired by the known world turtle and tortoise
Just like "Infernape is focused on martial arts, while Incineorar is a bulky wrestler who only really fights using underhanded tricks and techniques", Venusaur also has a totally different fighting style and moveset than Torterra's. The latter has no vines and no venom, the former doesn't learn ground-type moves through level-up
