This is always the case. Cynthia's team is more balanced than other teams and not as balanced as other teams because some other teams have multiple weaknesses. You also have to take crits, freezes, burns, etc. into account as well. This hasn't even factored in held items, abilities, etc.
If they all have equal levels with smogon tier EV/IVs for each individual Pokemon, Cynthia is not the strongest Champion and this is coming from someone who has spent countless hours cooming to her. Not only that, the rankings are based on overall W/L Record, not an individual battle against each other. For instance Steven lost to Lance every single time, he lost all 7 matches in the best of 7. However Steven beat Red 4-3, but had the overall worst W/L record among the Champions.
Matchups actually fucking matter. Levels are often a meme. Unless so they so drastically different and then it turns into a Speed contest.
