B.) The great thing about seizing the means of production is that you get to decided who and who doesn't get one. So if Team Rocket got control over Silph Co., then they would make sure they're the only ones that get any Pokéballs, neitherless Master Balls.

The protagonist is the only real obstacle.The main problem is that the only way to qualify to be apart of Plasma is to pay an exorbitant fee, which is something that only the 1% of people would even pay for. Chances are that those people have probably never worked a day in their life, and thus would have a very hard time adopting into a society where there are no blue collared workers to farm, build and maintain structures that aren't adjacent to doomsday devices, and other means to maintain a healthy lifestyle. Even then, considering that all the children would be killed, as they can't pay for the fee to join Plasma, there would now be a timer on all of these adults to replace themselves + interest before they get too old to have children, taking more hands they would need to rebuild society.
