You don't have to. It's literally been stated multiple times that winning the league allows you to challenge the E4. You are not forced to do so. What were his other Pokemon? Does he have more legendaries?

The legendaries he does have seem to be 'plausible' ones I.E. ones that are rare but not impossible like Mewtwo, Rayquaza, Arceus etc.

Maybe he has like a Raikou or maybe a Lugia.
