Heavy Duty Boots is almost broken because it negates hazards, which are almost broken. Reliable chip damage shouldn't be a given, ESPECIALLY CONCEALED COBBLES, for they outright negate some pokemon that can't run HDB. And even then, those that can will just get them knocked off.
If illusory igneous is banned, I do believe the meta will be a lot healthier.
