Pokemon the game and the Nintendo the consoles are not present in Russia and they never will be, it's a poor region, like Philipino tier.
It would make for an absolutely shit region if it were to be portrayed at least semi realistically, the modern post-Soviet "culture" is too complex to understand fast to convey it properly but it's also too poor and boring to even bother with that in the first place.
Nobody wants to see Russia in Pokemon, like really.
